واعتبر أنه "يمكن للمعدات الجديدة توسيع الخدمات وتحسين الصورة وتقديم صورة فوتوغرافية جيدة ومع ذلك ، فإنها تزيد من النفقات التشغيلية ، وإذا تم الإفراط في استخدامها ، يمكن أن تزيد فاتورة الصحة".

وأشار أبيض الى أنه "في مستشفى الحريري ، بالعمل مع شركاء خارجيين مثل اللجنة الدولية للصليب الأحمر في لبنان أو وكالة التنمية الفرنسية (AFD)، يتم تخصيص الأموال بشكل أساسي لتحسين الوصول إلى الرعاية"، مشدداً على أن "تحسين تغطية المرضى، وتزويد المستشفى بالإمدادات اللازمة، وتدريب الموظفين، كلها تؤدي إلى رعاية أفضل ونفقات أقل".
2/4. At RHUH, working with external partners like @ICRC_lb or @AFD_France, the funds are allocated mainly to improve access to care. Improving patient coverage, providing the hospital with necessary supplies, and training for staff, all result in better care and less expenses.

وتابع، "يتم تنفيذ الملابس في البنية التحتية أو المعدات عندما تعمل على دعم خدمة أساسية أو خدمة مستمرة"، مشيراً الى أن "تتم موازنة الاحتياجات الإنسانية مع الأهداف الإنمائية طويلة الأجل".
وأكد أن "الحفاظ على هذا التوازن ضروري لتقديم خدمة مستدامة".

وأشار ابيض الى أنه قرأ في كتاب "المساعدة كعائق" ، عندما كان طالبًا حيث "يشرح المؤلف أن المساعدة إذا كانت في غير محلها يمكن أن تكون ضارة".
وأضاف، "سيؤثر فيروس كورونا على الأرجح على المساعدات المتاحة من الدول الغنية حيث تعاني اقتصاداتها ومع تقلص الأموال ، آمل أن نستخدم أي مساعدة معروضة بحكمة".
4/4. In “Aid as Obstacle”, a book I read when I was a student, the author explains that aid if misplaced can be harmful. #Covid19 will probably affect the available aid from rich countries as their economies suffer. As funds shrink, I hope we will use any offered help wisely.
