أعلن مدير مستشفى رفيق الحريري الحكومي الجامعي فراس الأبيض، سلسلة تغريدات على حسابه عبر "تويتر"، كاتباً, " في ندوة حديثة عبر الإنترنت حول المساعدات الدولية إلى لبنان، تساءل البعض عن العلاقة بين المعونة والحكومة والقطاع العام, من المفهوم أن العديد من اللبنانيين لا يثقون في الحكومة ويفضلون أن يذهب أي تبرع مباشرة إلى المستفيدين أو المنظمات غير الحكومية أو القطاع الخاص".
1.4 In a recent webinar about international aid to ????????, some questioned the relation between aid, governance, and the public sector. Understandably, many Lebanese have no trust in the government and prefer any donation to go directly to beneficiaries, NGOs, or private sector.

وأضاف الأبيض, "مرة أخرى ، هذا أمر مفهوم, ومع ذلك," فإن عكس الحكم السيئ ليس عدم وجود حكم, الجواب هو الحكم الرشيد, تعمل الدولة من خلال المؤسسات العامة, وإن تأهيل القطاع العام أساس الدولة الطيبة", متسآلا, "كيف احقق هذا ؟".
2.4 Again, this is understandable. However, the opposite to bad governance is not no governance. The answer is good governance. A state functions through public institutions. Rehabilitating the public sector is the basis for having a good state. How can this be achieved?

ولفت الى أن, "يتعين على المجتمع والشتات والمنظمات الدولية للمساعدة والتنمية أن تتبنى سياسة المشاركة الإيجابية مع القطاع العام ، والمساعدات المشروطة القائمة على الحكومة الجيدة والنتائج القابلة للقياس. إنه طريق طويل وشاق ، لكني لا أرى بدائل".
3.4 Society, diaspora, and international aid and development organizations have to adopt a policy of positive ENGAGEMENT with the public sector, and CONDITIONAL aid based on good GOVERNANCE and measurable OUTCOMES. It is a long and hard road, but I see no alternatives.

وختم الأبيض, "الدروس المستفادة من الأزمة الأخيرة هي مؤسسة عامة تعمل بشكل جيد ، مثل RHUH ، لها تأثير إيجابي, إن سوء أداء المؤسسة العامة ، مثل هيئة الميناء ، له تأثير معاكس, كما أظهر الكورونا للعالم ، لا بديل عن الحكم الصالح".
4.4 Lessons from recent crisis: a well functioning public institution, such as RHUH, has a positive impact. A badly functioning public institution, such as the port authority, has the opposite effect. As Covid has shown the world, there is no alternative to good governance.
